With the gazetting of the Bunk Bed Housing Ordinance on 3/10/2025, Bunk Bed Housing Certification will become a "close ally" for many subdivided unit landlords and operators. The purpose of the Bunk Bed Housing Ordinance is to completely replace existing non-compliant subdivided rental units with bunk bed housing, improving the quality of living environment for tenants and residents. The bunk bed housing certification report must be written by a designated professional to prove that the subdivided unit meets the government's basic requirements for bunk bed housing. Initial Unit Inspection-->Renovation Project Proposal-->Preparation of Professional Certification Report
Design House HK's one-stop bunk bed housing certification service process includes on-site inspection, renovation project proposal, and preparation of a professional certification report. Landlords can contact us before applying for bunk bed housing registration, and we will follow up from the initial registration to obtaining bunk bed housing certification for the subdivided unit.
Initial Unit Inspection
Due to tenancy issues, the unit may still have tenants. Design House HK will schedule a time with the landlord for an initial inspection of the unit. If the unit is not suitable for bunk bed housing, we will explain the reasons to the landlord, and the on-site inspection fee of HKD$800 will not be refunded.
Bunk Bed Housing Renovation Project Proposal
After the on-site inspection, the designer and construction team will provide the landlord with a renovation project proposal based on the inspection results. The project proposal will primarily aim to meet the government's minimum requirements for bunk bed housing:
* Minimum internal floor area of 8 square meters
* Minimum clear height from floor to ceiling of 2.3 meters and minimum clear height from floor to beam of 2 meters
* Structure must comply with the building load standards of current laws
* Must engage a designated building professional/designated registered contractor for design and supervision of works according to the simplified requirements of the "Minor Works Control System"
* Fire safety must meet the same standards as the "Buildings Ordinance." For example, except for single-staircase buildings, there must be access to at least two or more exit staircases
* If the original entrance fire door is retained, the corridor width must be no less than 0.75 meters; if removed or the fire door does not meet standards, the corridor width must be no less than 1.05 meters
* Each subdivided unit must have an independent fire detector, and common areas within the residential unit must also have independent fire detectors and fire extinguishers
* Living space must have at least one openable window with a glass area of no less than 0.1 square meters (must face outdoors) and must have an artificial lighting system and mechanical ventilation facilities with an air change rate of no less than 5 times per hour
* Must install an independent water meter from the Water Supplies Department
* Must install an independent electricity meter from the power company
* Each bunk bed housing unit must have an independent toilet, separated by a partition wall and door, with waterproof layers laid on the floor and walls
* If the toilet is a "dark toilet," it must have an artificial lighting system and mechanical ventilation facilities with an air change rate of no less than 5 times per hour
* Must have a drinking water supply point and a wash basin outside the toilet, with waterproof layers laid in the vicinity
The renovation project will be based on the above minimum standards, combined with the landlord's requirements, to present a bunk bed housing project proposal and quotation to the landlord. Once the landlord confirms the details, the project can commence.
Preparation of Professional Certification Report
Bunk bed housing certification requires verification by the following designated professionals to confirm that the subdivided unit meets the government's basic requirements for bunk bed housing, including:
* Registered Architects of the Architects Registration Board
* Registered Professional Surveyors (Building Surveying) of the Surveyors Registration Board
* Registered Professional Engineers (Building, Civil, Structural, Fire and Building Services) of the Engineers Registration Board
Our designated professionals generally only provide verification and certification for bunk bed housing renovation projects undertaken by Design House HK's construction team.
